The Carolina High School Rugby Festival has been an annual event since 2003, bringing together U-19, U-17 & U-15 men's and women's teams from the United States and Canada for two days of competition and comraderie.  The festival is held the second weekend in March to coincide with the Ontario Springbreak.

The 2010 Carolina Youth Rugby Festival will be held March 13 & 14, 2010 at Elon Home Park in Charlotte.

TOURNAMENT RULES

By taking the field all Teams indicate their full acceptance of these rules.

1. The "IRB Laws of the Game" incorporating all Under 19 variations therein shall apply without variation except only for playing time as amended below (these variations are attached). The referee is the sole arbiter of fact.

2. Players must be Under 19 years of age on the 1st of September 2009. 

3. All players registered must have liability insurance through their union.

4. All U-19 matches on Saturday shall be a maximum 25 minutes each way including any allowance for injury time and with 2 minutes for half-time. All U-19 matches on Sunday shall be as per the IRB U19 Variations. All U-15 matches shall be a maximum of 25 minute halves with 5 minutes for halftime including any allowance for injury time.

5. Up to 7 Substitutes per game are allowed with the exception being “blood replacements” or replacements of injured or suspended front row players as per the IRB Under 19 Variations. With the exception of “blood replacements” or front row replacements any player injured and substituted may not resume playing in that match and he shall not play in any other match without the approval of a qualified medical person. Coaches are required to ensure injured players obtain medical advice.

6. Any player receiving a Red Card will not be permitted to participate in the rest of the Tournament.

7. Players may be temporarily suspended [sent to the “sin bin”] for a duration of 7 minutes (as determined by the referee) which will be indicated by a Yellow Card. Such player will retire off the field of play and remain behind the posts of the opposing team until recalled by the referee.

8. Any player receiving two Yellow Cards during a single game is considered to be Red Carded and will not be permitted to participate in the rest of the Tournament.

9. Any player receiving three Yellow Cards during the period of the Tournament (including both days of play) will not be permitted to participate in the rest of the Tournament.

10. A team which arrives late for any of its games will be considered to have forfeited the match.

11. If the referee or Tournament Director deems the behavior of spectators to be unacceptable, then the spectators will be asked to leave the playing area. If the unacceptable behavior continues, then the team concerned may be disqualified from the tournament to protect all the other teams.

12. Any disputes or issues arising on the day should be referred to the

Tournament Director.

13. The Tournament Director’s decision shall be final.
