Eligibility – NCYR U19 Clubs to follow the eligibility rules set forth by USA Rugby on Jan 1st 2009 i.e.
6.1.Club Eligibility
i) Club can be represented by players that meet the requirements of 6.2 provided there is not more than five (5) non-resident players on their Roster for any particular match that may in any way lead to the applicable USA Rugby Championship Event.
ii) Club may carry an unlimited number of players on its Roster.
6.2. Player Eligibility
i) Players are eligible if they have not reached their 19th birthday before the September 1st that occurs at the start of the competitive season. (this means Sept 1st 2009 for the 2010 season)
ii) Player must have played for the club in at least two (2) Qualifying Matches or second-side match associated with a Qualifying Match during the competitive season at least a week apart from each other prior to participating in a USA Rugby Championship Event.
iii) The player must not have played in a Qualifying Match for any other club during the fifteens competitive season – including in High School, Collegiate, or Senior competitions.
b) Once registered with CYR a player is not allowed to change teams. Any exceptions to this can only be approved by the CYR President, and the appropriate coaches. This approval will only be issued in exceptional cases.
c) U-15 eligibility requires that the player be less than 15 yrs of age on Sept 1,2009. With the following exception a player with a birth date between March 1, 1994 and August 31, 1994 may qualify to playU15 rugby during the 2010 spring season if he meets both of the following two requirements: 1) he weighs less than 130lbs.,, and 2) he has not played in either a U17 or U19 match between February 1, 2010 and May 31, 2010.
d) Player fees will be set by the individual team to pay for uniforms, equipment, fields, referees, trainers, travel, etc.
e) CYR will assess $150 per U19 team and $100 per U15 team. Individual clubs are now responsible for payment of EMT, referees, fields. CYR will still arrange for referees through SERRS. Funds will be used for the overall development and promotion of youth rugby in the Carolinas. These fees must be paid to CYR prior to any matches being played. Once again any deviation of this payment schedule can only be approved by the CYR President. This will only be granted in exceptional cases. Any non authorized deviation from this payment scheduled will result appropriate disciplinary action, such as but not limited to deduction of league points.
f) Coaches must present a roster of their selected teams, including CIPP numbers, to the designated match referee prior to the match being played. If this does not happen, or the referee is not satisfied with the credibility of the information provided, the designated match referee will not allow the match to be played. Full victory league points being awarded to the non offending team. The referee will report the offence to the CYR Board, who may also take appropriate disciplinary action. If it is determines subsequent to the match the not all of the players have paid CYR dues, the match will be forfeited.
g) Players who are not registered with Carolina Youth Rugby will be ineligible to compete in any CYR sanctioned matches, the State, Territorial or National Tournaments.
h) Scholarships – Each team is expected to fund 2 scholarships from their own funds. In case of need, Carolina Youth Rugby may fund additional scholarships. No one will be denied the opportunity to play rugby due to a lack of money.
i) Discipline – Familiarize yourself with the Carolina Youth Rugby Code of Conduct. When necessary, a disciplinary committee may be convened.
j) Coach background checks – at minimum, one coaches from each team must be enrolled as a coach with USA Rugby, which includes background screening and a disclosure statement.
k) Coach Training - All U19 and U-15 teams are required to have at minimum one coach who has completed the PREPARE and Foundations of Coaching Rugby on-line courses. If they have not completed one of the USAR CDP courses, they are expected to do so within their first 2 years. If no apparent effort is being made to become certified, another coach may be appointed to the team.
l) Injury Prevention – Players must attend 4 practices where tackling is taught before they are allowed to play a game of rugby. This is to decrease the risk of injury. Coaches need to accurately track practice attendances. Avoid fast tracking star athletes.
m) Forms – CIPP, Code of Conduct, Parental Permission, Waiver and Authorization to Consent to Medical Treatment.
